Coordinating national, urban-related challenges towards Horizon Europe. 

The Horizon Europe Norwegian Urban Partnership (HEU NUP) is building on the H2020 Smart City Lighthouse projects Triangulum and +CityxChange, and corresponding national and regional initiatives, to showcase Norwegian experience and competency in cocreation 

(the core process on which HEU is built) and open urban innovation, as key drivers towards a climate-neutral Europe. 

The consortium – the Norwegian University of Science and Technology (NTNU), the University of Stavanger (UiS), Nordic Edge and Smartbyene aim is to develop a long-term, cross-regional, quadruple helix ecosystem to influence the development and implementation of urban-related challenges in Horizon Europe.

Key objectives of the project is to:

  • interlink already exisiting academic, industry and city initiatives to address HEU with higher impact, more efficiency and less cost.  
  • Build a Norwegian Urban Partnership with common governance to enable a higher-impact, cohesive response to HEU strategic documents, draft calls and networks, across stakeholders from public and private sector, and academia; 
  • Co-create a portfolio of Norwegian competency, and corresponding policy briefs and white papers, in urban-related people-centric approaches, societal value and impact, open innovation, and climateneutral solutions with high-quality of life, to influence HEU missions, clusters and partnerships; 
  • A one-stop shop for RCN, the European Commission and European networks, to gain competences and initiatives to address Horizon Europe with higher impact, more efficiency, less fragmentation and less costs.
