The position paper builds on the experiences of the Norwegian roadmap on smart sustainable cities and communities, developed by Nordic Edge, Design & Architecture Norway and the network of Norwegian smart cities (Smartbyene).

• We urge the European Commission to encompass a larger degree of open innovation principals in the final call to facilitate for large-scale pilots rather than expensive, one-off prototypes.
• An open innovation approach could furthermore benefit from attracting additional financial stakeholders.
• The final call does encompasses social innovation, however we advocate for a more people centred approach, which takes into account individual differences. We therefore suggest that the final platform accommodates for citizen inclusion.
• The importance of the physical city should also be integrated with the digital, technical and social innovation.
• Expanding on the Norwegian Roadmap on smart and sustainable cities and communities the final call should base the platform on real problem areas and needs in the public sector.
• Through the emphasis on social innovation, community developers can play a proactive role in business development.
